With regard to the suggestion made by Mr. Alim Khan that Muhamed Akbar when he decided to transmit the first

$100 clandestinely altered the

portion of the money

date stamp on the application so as to read June 14, 1913, instead of April 17th., 1913, your Comittee is again not prepared to state that such a proceeding was

imossible; on the other hand there is no evidence to

support such a sugestion and, the sequence of the bundle of applications tending to show that this trans- -mission was performed in the ordinary course, your Committee on this point is prepared to accept Muhamed Akbar's account of the application being made by Mr. Alim Khan on the 14th. June, 1913, and to disregard Mr. Alim Khan's hypothesis.

With regard to the transmission in September from the Kowloon Office of the remaining portion of the money, although your Committee thinks that Mr. Khawas Khan may have been actuated in part of his evidence and in his

subsequent enquiries by unfriendly motives towards lir. Alim Khan, your Committee is of the opinion that

substantially Khawas Khan's account so far as it relates to the presentation to him of the typewritten applica-

-tion, is true.

(e). The conclusions to which your Committee has come to after

careful consideration, on charge "B" is that Mr. Alim

Khan having received the sum of $213.93 retained the

whole of it until June 14, 1913, when he sent $100 of

the arount to the District Commissioner Hoshiarpur: and that he subsequently, on September 10th., 1913, despatcir

-ed the remainder through a person whose actions were

controlled by himself. As to whether or not he had at

any time serious intention of permanently converting all

or any part of this money to his own use, your Commi, t- -tee thinks it is perhaps undesirable to express any

view.
